There are 22,000 black cabs operating in London, plus a further 120,000 licenced taxis.
All are regulated by TfL and consequently 'Khan't get anything right'.
At any one time probably between 15-25% are stationary waiting for fares.

If you asked them politely to switch off their engines you are met with a torrent of abuse.
Do they care that they are in breach of the Highway Code? Not a bit.
So the Dame wrote to the chair of the GLA Transport Committee, Caroline Pidgeon and another Committee Member, Shorn of Any Intelligence, Bailey.
Shaun being frightfully important did not deign to reply: Caroline replied immediately and constructively to the Dame's proposal that all licenced taxis be forced to retrofit Idling Engine Stops. These immediately cure the issue.
