Hart Junior and his partner run over eighty companies from their Swiss eyrie and one of their assets, Avon House in Allen St is causing great distress amongst Kensington folk.

This planning application has been a tortured process with the site changing hands and now part of Bimbo's Melford Capital LLP.
Melford has now created KYN- an "ultra-luxury" care home provider with, so far, no one to care for!
The building was given permission in 2016 for a double basement contrary to RBKC policy as it was meant to include a neurological care centre. While the developers dropped this plan they still want to build this double basement despite this being a conservation area
Nearby residents have been misled on so many fronts by Bimbo and his friends and have very little confidence in the planning process and the committee.

The developers' PR company ran a public consultation based on a design by John Simpson Architects which gained good support.
The design was then changed completely, adding significant mass with a new architect whilst claiming support from the consultation.

The impact on light was assessed by their surveyors yet includes no overshadowing analysis.

The revised proposal is for a massive monstrosity of a building quite unsuited to the area.
There are multiple issues with this scheme yet RBKC seems over-willing to help the Bimbo Hart and his partner: we have to ask why?
Residents have no objection to the redevelopment of the site into a care home with a single basement (unless there is a good reason for double basement) and in keeping with the environment.
But an ultra-luxury care home for the profit of a politically connected and mysterious Swiss-based financial investor which will negatively affect many residents and stakeholders is not acceptable.

Firstly, thank you to this blog for following the situation. I have come across you this morning by chance when spending a bit of time going though the public comments to the application. Quite clear there is very strong opposition and the few support letters include people who do not even live in RBKC.
ReplyDeleteI am an adjacent resident and agree with the article. I was researching the background to the developer myself and this has added some new information for which I am grateful.
The proposed development is seemingly for maximising profits of a financial investor. I do not understand how the double basement is still being allowed when the purpose for which they got the permission (against policy) is no longer there. I also just googled KYN and indeed they are seeking to recruit people for their ultra luxury care home operations yet there is no website or any mention of existing care homes. I have objected every time this has come back and will continue to object. The traffic, pollution, light impact on residents is severe. This redevelopment is not likely to benefit the community much yet cause significant harm.
And just to add I do remember the leaflet by their PR very well as I actually emailed that agency to complain about wilfully misleading us. They ran a consultation on one design, then changed architects, size etc after the consultation. They sent leaflets to residents and probably RBKC where the picture was of the new design (which did not exist during the consultation) with text underneath claiming very strong support. Highly unprofessional.

and conveniently Cascade are not a member of the Chartered Institute of Public Relations. I reached out to them and while they agreed this was grounds to investigate they could not do anything as Cascade are not members of CIPR

DeleteThis is a Microsoft teams link. Download the software and you can access. It’s the video recording of the planning committee meeting in April when the committee deferred their decision. It was a remote meeting due to covid.
