FALSE ACCUSATION RE: GRENFELL....A FACTCHECK

Dear Dame
My usual response to trolling on social media is ‘one factual rebuttal and walk away’. However, the continued false accusations linking me to the decision on the refurbishment of Grenfell Tower has now lasted for six weeks, and a good friend has been physically attacked for defending me.
So here are some checkable facts which I hope will end this slander.
I joined the Board of the TMO in June 2008 and left in October 2012. Here is a link to the Board of Directors, also showing which Councillors were on it and when (nb Elizabeth Campbell was on the Board for a year):
During my tenure there had been numerous complaints about the condition of Grenfell Tower: broken lifts, draughty windows, poor insulation, and the heating and hot water system regularly breaking down.
In October 2012 (around the time I left the TMO) the then Cabinet Member Cllr Tim Coleridge announced that a major refurbishment would be undertaken. At the time the proposed contractor was Leadbitter. The scope of the work was agreed at the time, but the detail was to come. Link to press release:
In April 2013 responsibility for the project was handed over to the new Cabinet Member, Cllr Rock Feilding-Mellen.
It was not until January 2014 that the planning application was agreed (search for Grenfell Tower via this link):


In April 2014 it was announced by the Council and TMO that due to costs the contract had been awarded to Rydon rather than Leadbitter who had scoped the work. Note that this was AFTER the planning application was granted approval:


Throughout the summer amendments were made and detailed specifications decided. Cladding materials proposed at 1 July 2014:
There were several amendments during this period, which is not unusual in a project of this scale. Often the details of these are done by ‘delegated decision’, which means the final details and choice of materials is decided by officers and not the Planning Committee.
Then on 30 September 2014 ‘Condition 3’ was agreed by delegated decision; this related to the final choice of cladding:
Who made those decisions, advised by whom, and why, should be thoroughly scrutinised by the agencies tasked with the job of investigating these matters and allocating accountability, responsibility, blame and – we hope ultimately – guilt.
To be clear, I was on the Board when the principle of refurbishing Grenfell Tower was discussed, but I was nowhere near the decision-making process for the detailed specifications for refurbishing Grenfell which started when I left. Board members agreed the contract but do not specify cladding or indeed any other technical details. Neither should they.

  1. EDC's statement pretty well confirms what one had gleaned from the press etc. She was not involved in the multiple agreements that lead to choosing the cheapest possible cladding and insulation for Grenfell that led to so many deaths.

    She is not at the heart of these issues. What appears on Facebook, twitter and the rest is anyone's guess. Best not to read any of it. However, while expressing their justifiable anger, the Dame's correspondents have hardly engaged in random accusations against EDF.

    The historical issues remain. Why was a 24 storey residential tower without sprinklers; without alarms; without fire doors; without working water supplies for the fire brigade; without even directions signs to the sole fire exit? Instead a gas main was run up the fire exit. Gas was supplied to 125 flats by puncturing previously fire-proof flat walls. A fire- proof washer was needed for each pipe as it was put into a flat. If a standard washer was used, the fire protection of a flat was destroyed. People may have died for the cost of a fire-proof washer.

    Over decades RBKC's contractors destroyed Grenfell's original "passive" fire protection system. In April there was a kitchen fire on the 17th floor in the similarly passively protected Trellick tower. It burned in one flat. The LFB put it out. No one was evacuated. No one hurt. Trellick is Listed. RBKC's contractors have been prevented from touching it, so Trellick remains safe.

    Thorough investigation is needed and those responsible must be prosecuted.

    5. What has this got to do with EDC's involvement (or NOT) in decisions over the Grenfell Tower refurb?

      She has worked tirelessly for over a decade on behalf of disadvantaged north Kensington communities and is widely supported by council tenants - after all, by and large it was these people rather than the wealthier Kensington residents who voted her in.

      Please don't try to distract from the serious business of holding to account RBK&C, TMO and whoever else was actually involved. The council, management of social housing estates and buildings regulation need a serious overhaul if we are to provide the housing people deserve and avoid more suffering and disaster.

However, her actions confirm that state education is sh*t. If a sh*t education is not good enough for Emma's kids then it is not good enough for anyone's kids. I suppose Emma did not want her kids consigned to stacking shelves in Tesco which could have been an outcome of entrusting her children's education to the state.

Those responsible for the Grenfell refurbishment are responsible for the worst fire in London since WWII. They are responsible for the deaths of at least 80 people. Please note the difference!

  5. Sorry this is OT but does anyone know what is going on with TMO CS? When I rang my call was handle by a male staff who was from another housing association. When my neighbour rang, the person who took the details was a female volunteer. Is this another cost cutting exercise? How do we know our data isn't compromised?

  8. According to the Channel 4 news, RBKC has just appointed a new Chair for the
    KCTMO. No names mentioned. So that's all right then.

    RBKC's Governance dept. will provide the name of the new Chair of KCTMO.
    Simply phone 020 7937 5464 and ask for the dept.

    Returning to the TV programme, there was a 30 minute discussion with an all female group of local residents, a couple of experts, EDC plus a male, Tory, west London Assembly member. No appearance from the government, RBKC or KCTMO of course. The women repeatedly stated the obvious. The KCTMO was and remains unresponsive to the needs of residents. On the wider issue of affordable public housing they all agreed it was a sham. Lone Tory kept telling them all they were wrong. End of debate.

Say each flat costing slightly less than £0.5M, the bill would still be £50M and RBKC will retain over £200M in reserve. Why don't they buy?   14. Elaine Elkington is the new interim Chief Exec of KCTMO. The TMO have announced it on their website. Her CV shows she doesn't stay anywhere long. No other TMO directors or Board members are named anywhere on the website, they are all in hiding. On a slightly different note, the former Board member Iain Smith was present in the public gallery at the full council meeting which elected the new Cabinet. Odd, considering many Grenfell survivors couldn't get into the building.

      The KCTMO is a poisoned chalice and only someone desperate for a job would consider applying for a job in the place. In my experience, anyone who works at KCTMO or goes on its Board is from the bottom of the crap barrel.

  16. EDC carries no Grenfell hangover, its RFM and RBKC property and Planning plus the contractors and the stay inside policy, via the LFB, who are potentially, possibly the parties to the 'gross negligent manslaughter' of over 80 residents, time will tell.

What has she done for the businesses and residents of Earls Court who have to tolerate dirt, dust and 24 hour work from Capcos site, and when people complain of dirt and dust the response from Environmental Health at RBKC was that there is no issue at all and that people who live in the likes of Eardley Crescent are all just dirty people

    So Miss Dent Coad rather than tell us all what you didn't do when will you tell us what you have done and what you intend to do for this borough , instead of just speaking to the media like our useless Mayor of London ?

  19. No one has so far considered the roles of the mamy solicitors, RBKC employees, directly or a nice 'retainer', just in case the in-house lot gets stuck. You know, arranging to publish important notices 'just in time' on page 99 of a local rag. Manipulating all sorts of legal processes, 'sailing very close to the wind'...etc, you get the drift. What had been the role of say our deat, illustrious, self-important chief solicitor, Ms Leverne Parker and her troops?

  20. KCTMO's residents' conference not just postponed, but cancelled. Does that mean the AGM is cancelled? And does that mean there are no Board elections or "test of opinion" as to whether the the TMO continues to manage RBKC's homes or not? Where's democracy?

    3. I am a TMO tenant and have not received any notification of the AGM being cancelled. In fact, I have expressed an interest to the TMO for standing as a candidate for the board of governors, on 2 August. No response so far. I have been in touch with some of the funding members of the TMO, and I believe it should be possible to restore the original cooperative-like governance processes which they had put in place, to replace the current governance inspired from the private sector taste for secrecy and cosy arrangements.     5. RBKC/KCTMO are all tied up together - the councillors have a far to close relationship with the council. Councillors are there to protect the people from the council authority as an intermediary - but its just not working.

      Definition of the role:

      Councillors are elected to the local council to represent their local community, so they must either live or work in the area. Becoming a councillor is both a rewarding and privileged form of public service. You will be in a position to make a difference to the quality of other people's daily lives and prospects.

  21. I think that the Dame's concerns are bit OTT. It may be perhaps prudent to remove comments about their 'prowess', which may be unjustifiable, unless you were the unfortunate recipient of these noxious advances. It seems they are desperately trying to remove any information about their long stints at RBKC, therefore unlikely they will draw attention to events during their tennure, which they are trying to forget. But, should they bring any action, it will be up to them to prove that what has been published are downright LIES. Very hard to do, under the circumstances. Don't forget that it is not that easy to go incognito, when their faces are strewn on the web.

It is an example of inefficient governance, by publishing what I call a PASSIVE statement, as it is incumbent on tenants & leaseholders to go & check the TMO website, rather than the TMO ACTIVELY informing us via letters or emails. This decision has been made with no consultation whatsoever, probably out of fear of us peasants revolting. Nevertheless, I shall not forget!

  23. I do not understand why Ms Dent Code does not to accept that all councillors are collectively responsible for the tragedy at Grenfell Tower. If this were a public company rather than a public body all the directors would share collective responsibility.

    Effectively the Councillors like directors and must share collective responsibility. In the case of Ms Dent Code her responsibility is greater than most Councillors. She served on the board of the TMO and was on the relevant scrutiny Committee of the Council. She was responsible at all relevant times even though she resigned before the policies that she discussed (or should have discussed) were carried out. The Council meeting records show her as having welcomed the refurbishment of Grenfell Tower. The fact that she now says that she did not ask the questions she should have asked does not excuse her from responsibility. It is time for Ms Dent Code to move on, stop trying to persuade people that she, as a councillor, member of the relevant scrutiny committee and a member of the board of the TMO has not the slightest responsibility for Grenfell Tower and start doing the job for which she was elected.

    2. 9.01 states the reality of the situation. EDC cannot distance herself from Grenfell. No one who served as a councillor or senior officer in the last 15 years can do so.

      EDC is not likeable, but the reality is that responsibility for the fire is so widespread, finding another, similarly experienced local MP will be impossible. She's certainly not untainted by Grenfell, but she understands the issues and is visible. No one from RBKC or KCTMO is seen anywhere. Except E Campbell and she's never even been inside a council tower block. All she does is mouth platitudes provided by her resident-funded PR office. Useless.

      As for the cancelled KCTMO meeting in September, the most likely reason is that it has no one to run it. They've all abandoned ship. KCTMO is drifting rudderless in a hurricane. Just like RBKC.

    5. 11,54 as far as i know EDC has been very critical of RFM and his works, best not deflect where real criticism best legally lies. Rbkc has been run for the interests, politically, financially, career wise, of senior Conservative cllrs and their choosen Officers and TMO staff, it is they not EDC that created this racket that so tragically lead directly to Grenfell... You may for very good reasons dislike EDC but she is not named ad one of the 60 core suspects, that range from Government ministers (regs) RBKC Cllrs (Key controlling mind) Rbkc officers (Key responsibilities, inc fire brigade access) KCTMO (Key responsibilities, inc inspection ) Contractors (Key responsibilities, access for L. F. B, inc inspection) L. F. B (inspection, access, stay inside policy). These 60 people are named, inc senior RBKC cllrs, only one is Labour, Cllr Blakeman. EDC is not a legal party to Grenfell.     Emma is right to put as much distance between her and the decisions over Grenfell Tower refurbishment. However, she has done the dirty by:-

    1) Compromising her Socialist principles by paying for children's education. In doing so she is ensuring that her children obtain advantages, privileges and fair better in the unjust and unequal society that has existed since capitalism was devised. Is she a woman of integrity?

    2) As she has sold out on Socialism, will she sell out Grenfell Tower residents as well?

    3) I have read about her membership of the TMO Board for four years. Why didn't she resign from the Board and mount a campaign to consign tenant management to the bin

    1. Labour MP's criticise Tory MP's for having two jobs. They reckon it's not possible to do two jobs at the same time especially as being an MP is a full time job in itself - with, would you believe, not a moment to spare. Is Emma Dent Coad's capacity for work so much greater than any other Labour MP? She doesn't strike me as being super woman in terms of stamina or the quality of excitement and piquancy.

      As most Labour MP's have never worked on a building site or as a heavy manual worker, what would they know from their experiences of the Westminster talking shop, and tapping away on computers in their SW1 offices, about anyone's capacity to do two jobs?

      Labour held Rifkind up to ridicule for saying that no one can manage on an MP's salary. It seems that Emma agrees. She does not want give up the most generous expenses' allowance payable to councillors anywhere in the UK.

      Come on Emma resign and let someone else in the Labour Party take over in Golborne or are you the only person who can represent Golborne Ward? If you don't wana give up Golborne, resign from Parliament because Atkinson wants to step in to your shoes.

    2. I'm no fan of EDC, but her long experience of RBKC may prove useful in the next year or so. Since Grenfell, the council is politically and morally bankrupt. Cllr E Campbell and her so-called "cabinet" must go. Replacements will be elected next year. In the meantime a few experienced councillors of whatever political hue will be needed to ensure the engine ticks over. Quirk, RBKC's new Town Clerk, worked for a week before taking a holiday. Useless. He too should go. We need fresh faces at all levels.

  35. The council is the responsible body and the responsibility is collective EDC should remember this. there is no point in her arguing that the minority party has no say. If EDC or anyone else has evidence of blame give it to the police or the inquiry, and stop trying to make political capital out of this tragedy, and stop whipping up public anger before there is another tragedy. There are many around the Borough going quietly about their daily business helping those affected it would be more beneficial if EDC and those baying for blood took a leaf out of their book and channeled their energies in a more positive direction before their actions tarnish all those involved.

She was held to account for her support of those demanding that Martin Moore-Bick stand down from the Grenfell Inquiry Team. Dent Coad justified her decision by saying that she took her lead by listening to those whom she represents and that she always done this. By listening to the mob Emma deflected the criticism that could be laid at her door for trying to see off a very capable man who would get to the truth of the matter albeit not in the biased left wing way that she wants. As Dent Coad supports mob rule, why didn't she support those who demanded that the TMO should be abolished. She selectively listens but only to those who agree with her.

  48. VB did not advocate moving the carnival or cancelling it all she appealed for was those attending the carnival to behave themselves. Her sentiments are also the sentiments of many of the locals in North Kensington. It seems no matter what anyone does there will always be a faction ready to denigrate. EDC is now the MP and she needs to start working for all of Kensington and stop using every opportunity to distance herself from the Grenfell tower tragedy. She is a member of the council and can produce all the paperwork she likes but there is nothing she can provide that as a member of the council will absolve her of her responsibility to the tragic people of Grenfell Tower. She should shut up stop whining and get on with the job she was elected to do. For the record like the Dame I am apolitical.

    1. The council has prioritised the bereaved families. This process takes time.

      Many residents unwilling to leave hotels partly because they are eating hotel meals and claiming £300 p/w and cash on top to pay for travel. Now as a family of 4 there is a clear incentive to stay in a decent hotel free of charge claiming £1200 p/w. As soon as they move into temporary accommodation or permanent they lose this payment as they'll have cooking facilities. This is one of the main reasons residents are still in hotels.

      Likewise the council has basically said to category A residents that they can move when they want, where they want and into what they want. This raised expectation means that resident are far fussier (as is their new right) about what they'll move into, many are ready to wait it out until they get the perfect property offer.

      Further difficulties arise from families splitting. It's amazing how many people lived in 1, 2, 3 bed units. Some families are 9/10+ families of adults including assortment of partners and relatives who claim to live in properties. Many of these families are taking the opportunity to split into 4/5 units of 1&2 bed flats. Increased fresh start grants, increased benefits, social rents and properties for adult relatives who'd never have stood a hole in hell of getting anything off of RBKC.

      To be honest it's a free for all with ever shifting sands. If it's not the leader and deputy making policy up in public and on the not it's the government.

      Housing officers are being run ragged by elected officials and understandably there is a cohort of residents who are taking thorough advantage to the detriment of existing residents on the housing register.

      And as we all know human beings hate missing out. If your neighbours are rinsing the system, it's only human nature not to want to be left out of the free for all.

Let us not forget that they have been through hell and were nearly killed, probably through corporate manslaughter. They deserve everything they get to help them overcome this terrible event.
