It looks as if the Council are looking for 'wriggle room' after a berating by the Secretary of State for Education for failure to conform to basic rules over consultation with residents.
The Dame's undercover agent tells her that the Department have made the following statement,"the Council have a duty to seek consent from the Secretary of State for disposal of school land".

Nearby primary schools, such as St Joseph's and Holy Trinity, which may have inadequate play space, need to be consulted too.
All in all, this is a terrible mess and heads should roll...
RBKC long ago turned the avoidance and manipulation of public consultations into an art form. There are so many ways for them to do it. It's routine.
