ROCKING THE BOAT

ALL ABOUT ROCK..CLICK ON IT TO ENLARGE

There is nothing a social climbing surburbanite like Pooter loves than mixing with 'The Quality'......he just loves a Lord!
Maybe he is expecting Rock's stepfather, Lord Wemyss, to invite him for a week or two of stalking?
In pursuit of his lofty social ambitions Pooter takes huge risks.
One such was placing 16 year old  Rock on the Major Planning Committee!
The Dame already reported how Boy Rock leapt up demanding a Section 106 school in the midst of the the discussions on the Exhibition Centre. Lucky Capco boss, 'Fats' Gordon was not present....he doesn't take that sort of lip from juniors!
Fortunately, lazy old Paul Warrick was sufficiently on the ball to put the young whippersnapper back in his box.

The Dame decided to take a look at some of Rock's non council activities.
Rock works for a company going under the name of Socially Conscious Capital....(no... they don't give money away)

In his personal blurb Rock stresses the value his councillor work  brings to Socially Conscious Capital....

The Dame thinks Rock is not dishonest: but cynics might wonder what the hell a member of the Cabinet and the Major Planning Committee is doing being involved in property development and advisory. Interesting to note see that his partner is ex Montague Evans. Many of their partners went on to form DP9- now advising Capco....yes, it does get a bit incestuous!

Too much potential conflict...not just her opinion, but that of many of his fellow councillors on all political sides...deal with it Pooter!

Dame for a silly old person like me, all a bit difficult to follow. So there are two Rockys, Council Rocky known as Fielding-Mellen and Property Developer and Planning Consultant Rocky, known as Fielding. But Dame they look identitical. But because they are different people, this means it is fine for Fielding to be a planning consultant whilst Fielding-Mellen is a councillor? So confusing.

And the links between DP9 and Montagu Evans and Socially Conscious Capital, all so confusing too. Didn't nine peole leave Montagu Evans to form DP9 and didn't Montagu Evans prepare the toolkit for DP9 on Holland Park School? And then didn't someone leave Montagu Evans to join Socially Conscious Capital? Can anyone explain all this to me? I am certain that it is all fine, open and everyone but me understands it, but my old head just can't take it all in. Can someone be really kind and explain it all to me?

The Dame has asked me to respond on her behalf(she is away at the health farm)
For a silly old person you have summed it all up very succinctly. It would seem that young Rock has some explaining to do!

  3. It is exactly this type of conflict of interest that frankly stinks to high heaven! No wonder why fewer and fewer people are bothering to vote any more, after all, why should they? This council needs to look at itself and clean it's act up because as it stands RBK&C is starting to become a laughing stock and not a flagship council as it should be. Again it would help if there were fixed terms of office so at least the electorate has better chance of getting rid of a rogue councillor rather than being lumbered.

  5. Planning in K&C stinks. It has always done so. In Kensington and Chelsea the property prices are so high, and potential development gains so huge, that the temptations are irresistible to some

  7. Surprising that Amanda and Jamie Wemyss (Directors of Rock's company) have exposed themselves to this. No suggestion of wrongdoing but perception is everything in public life. And their sprog is in public life. They should know better. In fact they should all know better - what on earth did they spend all that money on an expensive education for?

  8. Interesting how some Councillors like to play the K&C card when promoting themselves in business. Rock's words (overstated of course) remind me of the dreadful Cllr Fiona Buxton (inventor of Chelsea Care) who also used her Councillor background in K&C to puff herself up for a job as a Headhunter for local Govt staff. Her claims of self importance were off the planet.

It used to be that public servants made their careers and success in various walks of life and then came to local Government to give something back. The true public service ethic. Now we have paid Councillors (some on stratospheric Cabinet allowances) doing on the job training at tax payer's expense and then using this to launch themselves in private sector jobs. Pathetic

I am more confused. So now there is a Mr Feilding, a Councillor Fielding-Mellen and a Councillor Mellen. Dame but aren't all one and the same?

Yes, it is confusing, but needless to say they are one and the same. The variations are as his master, Pooter, would say are 'political'

  10. There is a long tradition of members of the K&C Major Planning Applications Committee working as consultants on planning. Isn't that exactly what ex-Councillor Lamont was doing?

  11. How ironic that someone who spouts 'resilience' and 'self-responsibility' in relation to poorer residents is bankrolled by the Bank of Mum and Step-Dad. You can see how wonderfully this 'Socially Conscious Capital' business of building model villages for model citizens on your spare rolling acres is doing here:

Dear Dame, I know you like to think the best of people, but Rock FM has been economical with the truth. He has NOT been a Councillor since 2006. He was voted out of St Charles in 2010 as a lazy uncaring person who had no empathy whatever for residents .. then shoe-horned back into Holland ward, where empathy for residents is irrelevant.

  14. Former Labour leader Keith Cunningham, when a member of the Major Planninng Development Committee, also started a one-man planning consultancy, the originally named "Planning Solutions" - but at least the Labour Group then got rid of him. Allegedly he is also very friendly with a former Council planning officer who left to join a local architect.

  15. As anyone noticed the similarity between Pooter Cockell and Captain Mainwaring? Extraordinary!

  16. Again, in a well run council this conflict would not arise. Simply because it is clear for all to see that there is an enormous temptation to influence decisions. For me it would be far better for a councillor such as Rock Fielding to either resign from Socially Conscious Capital and have no business dealings with it at all or resign as a councillor. The two just do not go together! Adding to that though the comment from Mosquito highlights another problem with a number of the Councillors and that it the matter of honesty and integrity. Rock Fielding (another go-getter) should not have given the impression that he was a long serving councillor when in fact this is his second stint (and hopefully his last one).

  17. What an extraordinary comment. Second chance? This is a cabinet member. So why not give everyone a second, third or fourth chance? Let Andrew Lamont have a second chance, let Barry Phelps have a second chance. This is just why the Royal Borough has become a joke and a bad joke at that.

  18. Interesting that another who flaunts her councillor role in private business, Fiona Buxton, is someone who promotes Rock as leader in waiting. She must be mad!

    2. She is a shrewd operator. Self serving to the last. She knows how to butter up to Cockell and her next move is to extend her position by promoting a puppet. Poodles and puppets - this is the house that Cockell built

  21. It seems that two Cabinet Members of Kensington and Chelsea Council, Cllr Fiona Buxton and Cllr Fielding-Mellen,are featuring their Council work to promote their private business interests. Buxton works as a Headhunter for Local Government and Mellen works as a Local Govt Planning Advisor for property developers. This is not on. There must be some avenue to complain (Standards Board?)for behavior that is not acceptable in public life.

How blatant can Councillors get 15.27? Far more blatant than that!

Councillor Dez O'Neill used to promote his own business, Urban Eye, at committee meetings until he was told to shut it and declare it as an interest instead. He then proceeded to promote his local arty friends for all kind of projects around the borough until he was removed from relevant committees. His relationship with Nick Paget-Brown has to be seen to be believed, both self-servatives to the core.

Come on Dame, wastrell nephew Ludo needs to do a little more digging in this rotten borough; he will find a nest of maggots feeding on its rotting corpse!
