He has put forward his manifesto as a 'comment' (which you can read) and the Dame advises all councillors to do so before taking any decisions.......
The Dame has little knowledge of Cllr Palmer's eccentricities, but he could be a 'fun' leader.

Made up my mind: LAUGH.
I spoke to the Dame and she said she thought the idea of Palmer as Leader was sublimely surreal that she could not resist inciting him to stand. I hear his colleagues are kess than amused at his dragooning the Dame into his campaign. They suspect that it wont't be long before she delivers a well earned kick in the goolies....
