But RBKC council taxpayers are contracted to pay the Western Riverside Waste Authority for this service. <br /><br />It's a nice little earner. The finished product is then sold on for reuse. <br /><br />If one remembers correctly, the sainted Moylan had a hand in setting up the scheme. He may still have an interest in it.
